The Ohio EPA Division of Surface Water, while it does not directly monitor or regulate individual onsite systems, has developed some informational materials for the public, including A Guide for Onsite Sewage Disposal Systems (Septic Tank/Tile Field Systems)

Installing and Permitting a New System

Homeowners should work through their local or county health department to obtain a permit to install a new onsite wastewater treatment system, whether it is a conventional septic system or alternative treatment system.
